Legislative Branch Appropriations Act, 2026

This bill provides FY2026 appropriations for the legislative branch, including the Senate and joint items such as

  • the Joint Economic Committee,
  • the Joint Committee on Taxation,
  • the Office of the Attending Physician, and
  • the Office of Congressional Accessibility Services.

In addition, the bill provides FY2026 appropriations for

  • the Capitol Police;
  • the Office of Congressional Workplace Rights;
  • the Congressional Budget Office;
  • the Architect of the Capitol;
  • the Library of Congress, including the Congressional Research Service and the Copyright Office;
  • the Government Publishing Office;
  • the Government Accountability Office;
  • the Congressional Office for International Leadership Fund; and
  • the John C. Stennis Center for Public Service Training and Development.

(Pursuant to the longstanding practice of each chamber of Congress determining its own requirements, funds for the House are not included in the Senate bill.)

The bill also sets forth requirements and restrictions for using funds provided by this bill.

HR 1247: WISE Government Act

Well-Informed, Scientific, & Efficient Government Act of 2025 or the WISE Government Act

This bill prohibits an agency from entering into a contract for a journal subscription that prohibits disclosure of the cost of the subscription to another agency or the Library of Congress.

Each agency library must make policies and procedures for employee access to library subscriptions easily and clearly available to the agency’s employees, including regional employees, through the intranet.

The General Services Administration must submit to Congress and each agency library a report on increasing agency library access to serials.

HR 1234: To direct the Librarian of Congress to promote the more cost-effective, efficient, and expanded availability of the Annotated Constitution and pocket-part supplements by replacing the hardbound versions with digital versions.

This bill replaces the requirement for the Library of Congress to prepare hardbound versions of the Constitution Annotated and supplements with a requirement for the Library to instead prepare digital versions and publish them online.

The new requirement applies to the supplement after the Supreme Court term beginning October 2025 and all subsequent editions.
